Theme:
Wyoming has historically created a space for women to be the first of their kind. We lead the nation giving women the right to vote. We elected an entirely female town government dubbed the “petticoat government.” We are home to female tribal leaders, ranchers, artists, writers, conservationists and jump starters. For our 2022 mural theme, the Casper Mural Project wishes to salute these inspiring  “Women of Wyoming.”

Summary:
The Casper Mural Project presents a Request for Qualifications (RFQ) for a lead artist(s) to work on a mural to be displayed in a prominent location on the west wall located at 260 W 1st Street, downtown Casper.

Three Qualified Artists will be Paid $350 to Submit Mural Proposals:
Up to three qualified artists will be selected by the Casper Mural Project Art Selection Committee, and paid $350 to submit a proposal that includes a to scale rendering, thematic statement, mural budget, and timeline for their mural concept (due April 30, 2022).

The three artist proposals will then be reviewed by the Casper Mural Project Art Selection Committee, the property owners, tenants, and members of the board for a final artist selection process. $350 payments will be issued after the completion of the submitted proposal materials (scaled rendering, thematic statement, mural budget, and timeline).

Final Mural Artist Selected
One muralist(s) will be selected and will work collaboratively with the Casper Mural Project board, Art Selection Committee, building tenants, and property owners to plan and complete the physical mural artwork. Selected artists will complete the contractual agreement, and be issued a down payment to begin work.

Context:

The Casper Mural Project's mission is to foster and encourage community expression through the creation of public art in the form of murals. These murals will tell stories that inspire deeper compassion among Casper neighbors, wider cultural understanding and empathy, and focus on stories of inspiration, social justice, and community peace.

Any artist or team of artists demonstrating the ability to execute a successful mural project are encouraged to apply. We encourage emerging artists and artists representing marginalized communities, including women, people of color, people with disabilities, and people identifying as LGBTQ+, to apply.

The Casper Mural Project program defines mural as a one-of-a-kind work of art, hand-created, and applied directly to the surface of a physical structure. Mural may be composed of paint or various mixed media, including three-dimensional elements, which are graded for exterior use and harmoniously integrated into the physical structure.

The Casper Mural Project will provide limited supplies and preparation to the wall. The Casper Mural Project will obtain all required permits, powerwash the wall, prime the wall, and apply the wall's graffiti coat. Casper Mural Project will also provide scaffolding and a limited supply of other supplies and volunteers if needed. (Please state this in your budget if you need assistance beyond what we are providing.)

Artists who currently live in Casper or have ties to Casper will be given preferential treatment, but the Casper Mural Project welcomes anyone to apply.

The Casper Mural Project would like any proposed art to examine our community's distinctive history, geography, climate, and social well-being. Priority will be given to proposals that demonstrate unique artistic viewpoints, expose our audience to fresh and well-considered ideas, and challenge what is expected.
