Hispanic heritage is an important part of Wyoming’s diverse and nuanced history. Spaces like the Red Desert were originally recognized as a territory of Mexico. Traditional jobs such as astores (shepherds), vaqueros (cowboys), and ciboleros (buffalo hunters) brought people from areas of Mexico, Texas, the Central Americas, and Basque Country to our wild state. Most recently, Hispanic workforces have contributed significantly to Wyoming’s economic success through work on the railroads, mines, and beet farming. This year, the Casper Mural Project Board would like to honor and explore this rich culture of builders, creators and innovators by making it the focus of the 2023 mural project. This new installation of “Mural Alley” will be placed across the street from the wall that boasts the Women of Wyoming work from 2022.

Summary:

The Casper Mural Project presents a Request for Qualifications (RFQ) for a lead artist(s) to work on a mural to be displayed in a prominent location on the south wall located at 144 S Center St, in downtown Casper. 

From the RFQ entrants, up to three qualified artists will be selected by the Casper Mural Project Art Selection Committee, and paid $150 to submit a proposal that includes a to scale rendering, thematic statement, mural budget, and timeline for their mural concept. Those materials will be due to CMP by June 2nd, 2023.

The three artist proposals will then be reviewed by the Casper Mural Project Art Selection Committee, the property owners and members of the board for a final artist selection process. The $150 payments will be issued after the completion of the submitted proposal materials (scaled rendering, thematic statement, mural budget, and timeline).

Final Mural Artist Selected:

One muralist(s) will be selected and will work collaboratively with the Casper Mural Project board, Art Selection Committee, building tenants, and property owners to plan and complete the physical mural artwork. Selected artist(s) will complete the contractual agreement, and be issued a down payment to begin work. 

NOTE:  Artists are *not* responsible for priming or sealing the wall, nor are they responsible for maintaining the artwork, although they must protect the floor and installation area from damage during installation. 

Eligibility:

  • Must be 18 years or older

  • Please DO NOT submit designs at this time as this is a request for qualifications

  • Artists are allowed to submit together as a team of up to 2 artists

  • All artists will be required to provide a W9 in order to participate and either provide liability insurance or sign a waiver.

  • Artists who represent all cultures and communities are encouraged to apply

Timeline:

  • RFQ Published: May 3rd, 2023

  • RFQ Deadline: 5:00pm, May 22nd, 2023

  • Three Finalists Notified: May 26th, 2023

  • Three Finalists Proposal Deadline and Payment: June 2nd, 2023

  • Selected Final Artist Notified: June 9th, 2023

  • Artist deadline to sign contract and return W9, waiver, COI:  June 12th, 2023

  •  If needed, 2nd draft of design concepts are due to CMP: June 19th, 2023

  • Design concepts are fully approved by all parties: July 7th, 2023 

  • July 10th to August 30th, 2023 - Mural Installation occurs, or earlier if agreed upon by all parties

  • Project Deadline: August 30th, 2023

Artist Selection: 

Finalists will be selected based upon the following criteria:

  • Artist merit and technical expertise 

  • Demonstrated successful approach to public art projects of a similar scope

  • Idea, merit, and style 

    Casper Mural Project reserves the right to accept or reject any or all proposals and to accept the proposal deemed to be in our best interest and may recommend non-funding if we do not receive proposals that meet the goals of the project. Casper Mural Project reserves the right to alter the make-up of a selection panel or re-issue this RFQ and may recommend non-funding if we do not receive proposals that meet the goals of the project or if funding is altered. Up to $6,000 in Prizes
Prizes Details: 

The Project Budget is $3,000-$6,000 for all artist fees including design services, community engagement, site preparation, fabrication, travel, lodging, meals, and installation. The Casper Mural Project can offer a selection of spray paints in various colors, free of cost, for the use of the artist if they wish to use that medium. Casper Mural Project will provide any necessary site supplies, permits, and documentation. Casper Mural Project will execute a deliverables-based contract valued at $3,000-$6,000 with the artist. Artists will be paid 50% upon contract signing, and 50% upon completion.
